How to Start a Soccer League: Small-Sided Formats, Fields and Referees

Most new soccer leagues start small-sided, with 5 to 7 players a side. It needs less field, fewer players per team and fewer referees than 11v11.

This guide covers the soccer-specific choices. For fees, insurance, waivers and registration, see how to start a sports league.

Choose a format

  • Small-sided (5v5 to 7v7). The most common choice for adult rec. Rosters of 8 to 12 cover absences, games fit on smaller or partial fields, and one referee is enough.
  • 11v11. Full-field soccer needs bigger rosters, a full-size field and usually a referee team. It suits established, competitive leagues.

Indoor or outdoor

  • Indoor (boarded arenas or futsal courts) runs year-round and in any weather, with short, fast games. Facility time costs more per hour.
  • Outdoor turf or grass fields are cheaper per game but need a rainout plan and, for evenings, lights.

Book the full season at once, including playoffs and a make-up week.

Referees

Budget referees into your fee from the start. Small-sided games usually use one referee; full-sided games usually add assistant referees. Assign them before the schedule goes out so every game is covered.

Write rec-league rules

Start from the standard Laws of the Game and adjust for rec play:

  • No slide tackling, the most common rec rule, to reduce injuries.
  • Offside: many small-sided leagues simplify it or drop it.
  • Substitutions: unlimited, on the fly or at stoppages.
  • Game length: two halves with a short break, fixed so nights stay on schedule.
  • Coed rules: often a minimum number of women on the field.
  • Cards, forfeits and tiebreakers: publish them before week one.

Youth leagues

Youth soccer usually uses smaller team and field sizes by age group. Follow the guidelines of your state or national youth soccer association, and screen coaches and volunteers.

Schedule and playoffs

Use a round robin for the regular season, with standings based on points for a win, draw and loss. Then seed a single elimination or double elimination playoff.

Everything else

Fees, insurance, waivers and registration work the same as any league. Follow the full guide: how to start a sports league.
